This policy is proposed to be added to the current Neighbourhood Plan

The SG has indicated that many neighbourhoods currently have local shops which enable residents to access everyday convenience goods within a short walk. It has therefore identified the following local shopping frontages and dispersed local shops 

  • Ashley Parade
  • Marine Drive Local Shops & Cafes
  • Bashley (post office, shop and garage)
  • Naish Local Shop (Holiday Park)
  • Bashley Local shop (Holiday Park)  
  • Old Milton Parade
  • Beechwood Avenue (local shop)  
  • Station Road (local supermarket)
  • Ferndale Road   
  • Winston Parade 
  • Lymington Road Supermarket  
  • Sea Road (local supermarket)


The policy will seek to support applications for shops or other facilities which meet everyday community need, including proposals which where there is housing on upper floors if designed to manage any potential for conflicts in amenity between residential uses and ground floor commercial uses. 

The policy would resist proposals which result in the partial or total loss of a local shopping frontage or dispersed local shop unless it is demonstrated that they have marketed without success

The location is no longer a suitable for a retail uses and alternative shops exist to meet the needs of the local community.

Proposed Policy NM23: Local Shops

The Neighbourhood Plan identifies the following local shopping frontages and dispersed local shops as shown on the Policies Map as follows:

  • Ashley Parade
  • Marine Drive Local Shops & Cafes
  • Bashley (post office, shop and garage)
  • Naish Local Shop (Holiday Park)
  • Bashley Local shop (Holiday Park)  
  • Old Milton Parade
  • Beechwood Avenue (local shop)  
  • Station Road (local supermarket)
  • Ferndale Road   
  • Winston Parade 
  • Lymington Road Supermarket  
  • Sea Road (local supermarket)
  1. In each location, proposals comprising of Class E, or any other everyday community need, will be supported in principle.
  2. Proposals defined in Clause A may be delivered as ground floor units in a scheme with housing on upper floors if designed to manage any potential for conflicts in amenity between those uses.
  3. Proposals that will result in the partial or total loss of a local shopping frontage or dispersed local shop will be resisted unless it can be clearly demonstrated that:
  1. all reasonable efforts have been made to market the premises for its existing use and no other potential occupier can be found;
  2. all reasonable efforts have been made to improve the operation and management of the business or facility; the land is no longer a suitable location for a retail uses and suitable alternative shops exist to meet the needs of the local community;
